The SMP?s energy strategies will aim to reduce energy use within the building stock of the City. Actions might include energy efficiency retrofits for existing buildings, enhancing the energy performance requirements for new construction, increasing the use of renewable energy, and improving community energy management.

As shown in the graph below, approximately 60 percent of the housing stock in San Bernardino was built before the California Energy Commission?s Energy Conservation Standards, Title 24, went into effect. This indicates that there may be room for substantial energy efficiency improvements within the city?s housing stock.
